We identify 419 Cepheid candidates and estimate the distance at both optical and near-infrared wavelengths using subsamples of precisely photometered variables (123 and 47 in the optical and near-infrared subsamples, respectively). We compare our independent photometric procedures and distance-estimation methods to those used by the Supernovae, H0, for the Equation of State team and find agreement to 0.01mag. The distance we obtain suggests an Eddington ratio of dm/dt∼0.2 for NGC 4051, typical of narrow-line Seyfert 1 galaxies, unlike the seemingly odd value implied by previous distance estimates. We derive a peculiar velocity of -490±34km/s for NGC4051, consistent with the overall motion of the Ursa Major Cluster in which it resides. We also revisit the energetics of the NGC 4051 nucleus, including its outflow and mass accretion rates. Description: We obtained optical and NIR HST/WFC3 images (program GO-13765) of a field that covers a large area of NGC 4051 disk. The NGC 4051 observations include 12, 3, 3, and 6 epochs in F350LP, F555W, F814W, and F160W, respectively (taken between 2017 Dec 2 (JD2458089.7) and 2018 Feb 12 (JD2458162.6)). The observation baseline spans 73 days, during which the orientation angle of HST changed once. We carried out point-spread function (PSF) photometry on the NGC 4051 images following identical procedures to those used in the case of NGC4151 (Yuan+ 2020, J/ApJ/902/26).
